Internal tidy up. Move all flow rendering and query logic into its own plugin making use of the timeline overlay extension point, instead of having it built into the timeline renderer.

Merge FlowEventsPanel into FlowEvents, move flow navigation commands
and overlay rendering into the plugin, and remove flow state from core
TraceImpl. Extract connected flow queries into a standalone helper
to decouple ThreadSliceDetailsPanel from core flow state.
